Allows eligible voters in the town of Parker to decide whether the entire town is included in or excluded from the Regional Transportation District (RTD) boundaries through two separate ballot questions.

Elections may be initiated by petitions signed by at least 5% of registered electors or by Town of Parker governing body resolutions, with the town paying all election costs.

If only one ballot question receives majority approval, that question takes effect; if both receive majority approval, only the question receiving more votes takes effect.

Exclusion from the district becomes effective on the earlier of December 31, 2050, or when district securities issued before January 1, 2021, are repaid, with RTD continuing to collect taxes during the interim period while providing reasonably proportional service.

The bill addresses the fact that approximately 17% of Parker's area is currently included in RTD through noncontiguous parcels, allowing voters to consolidate the town's status.
