• Requires vehicle owners relocating to Colorado to register vehicles within 90 days and provide documentation of previous registration dates and proof of residency, with prorated registration taxes and fees owed from residency date to application date.

• Authorizes the executive director to reduce vehicle registration and related fees by rule to control excessive reserves in the Colorado DRIVES account, and to increase fees when reserves are sufficiently reduced.

• Permits issuance of third temporary registration plates upon payment of full vehicle registration taxes and fees, with credits available for up to 12 months if a vehicle sale is not consummated.

• Appropriates $160,200 from the Colorado DRIVES vehicle services account to the Department of Revenue for DRIVES maintenance and support in fiscal year 2021-22; takes effect January 1, 2022.
