Allows boards of county commissioners to delegate the administrative duty of certifying mill levies to an authorized party, rather than requiring the board itself to perform this function.

Permits certification of levies to be made either by formal order entered in board proceedings or by written approval, providing flexibility in how counties document their actions.

Extends delegation authority to other bodies authorized to levy taxes, including Denver's governing body and Broomfield's city council, as well as to these entities' authorized parties.

Applies delegation authority to certifications required under multiple statutes governing tax levies, temporary property tax credits, and temporary mill levy rate reductions.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed by November 2022, in which case it requires voter approval at the November 2022 general election.
