Appropriates $3,000,000 from the general fund to the Department of Human Services for the 2021-22 fiscal year to support the Colorado Employment First program within the Supplemental Nutrition Assistance Program.

Directs state and county departments to prioritize funding for employment support services, job retention services, and work-based learning opportunities for program participants.

Allows remaining funds to support state or county-initiated third-party partnerships to provide Colorado Employment First services, with third-party partners able to receive and use state and federal match funds.

Permits the state department, county departments, or third-party contractors to use up to 10 percent of appropriated funds for administrative costs.

Section repeals effective July 1, 2023, and anticipates $3,000,000 in federal match funds will be received to complement the state appropriation.
