Mandates sheriffs release defendants within 6 hours of personal recognizance bond being set or within 6 hours of cash bond being posted, except when electronic monitoring fitting requires up to 24 hours.

Prohibits requiring bond fees, booking fees, or other debts as a condition of release; limits allowable fees to a $10 bond fee and maximum 3.5% credit card payment fee that can only be charged after release.

Requires sheriffs to establish online bond payment systems by January 1, 2022, and post notices informing arrestees of their rights regarding bond posting procedures and complaint mechanisms.

Appropriates $412,816 to the judicial department, $67,136 to the public defender's office, and creates a $150,000 District Attorney Assistance for Bond Hearings grant program to support compliance with the 48-hour hearing requirement.
