Caps aggregate permit fees for residential active solar energy system installations at $500 and nonresidential installations at $1,000 for systems producing fewer than two megawatts of direct current electricity.

Allows governmental bodies to increase fees by no more than 5 percent annually until the $500 residential fee cap is achieved.

Permits nonresidential applicants to recover actual costs exceeding $1,000 on an individual installation basis if they submit written proof of those costs to the applicant.

Defines "active solar energy system" to include electric generation, thermal devices, and energy storage systems as integrated components.

Extends the repeal date of the fee limitation from July 1, 2025 to December 31, 2029.
