Appropriates $5,000,000 from the general fund to the creative industries cash fund for the 2020-21 fiscal year to support arts relief programs and capacity-building grants to cultural facilities.

Transfers $5,000,000 on July 1, 2021 to the Colorado office of film, television, and media operational account cash fund to support film production incentives in Colorado.

Establishes a new program to allocate $1,500,000 to a nonprofit administering the Community Arts, Culture, Transformation, and Science (ACTS) fund to award capacity-building grants to cultural facilities serving historically marginalized and under-resourced communities that meet specific mission and staffing requirements.

Allows up to $12,000,000 in unexpended funds from the small business relief program to be transferred to the creative industries cash fund and up to $1,000,000 to the film, television, and media operational account cash fund if funding remains unspent on June 30, 2021.

Repeals temporary funding provisions and reporting requirements for the arts relief program effective December 31, 2022.
