Requires county clerks and staff to complete human trafficking victim recognition training developed by the Human Trafficking Council before implementing remote appearance procedures, with compliance records and public notices required.

Sections permitting remote appearances for marriage licenses (14-2-106.5) and civil union licenses (14-15-110.5) automatically expire on December 31, 2023.

Updates references in public records law and domestic abuse funding provisions to clarify application to both marriage and civil union licensing procedures.
