Expands authority to obtain salvage and nonrepairable vehicle titles to include authorized agents of insurers, in addition to insurers and salvage pools.

Allows an authorized agent to request a branded title from the Department of Motor Vehicles when unable to obtain the owner's endorsed certificate of ownership within 30 days of the owner accepting a total loss settlement offer.

Defines "authorized agent of an insurer" as a person authorized on department forms to act as the insurer's agent for disposing of vehicles declared a total loss.

Requires the title request to include information confirming at least two written attempts to obtain the certificate of ownership and the duplicate title fee; the department form alone is sufficient evidence to issue the branded title.

Effective date is 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition.
