Prohibits homeowners associations from restricting the display of the American flag based on subject matter, message, or content, but allows reasonable content-neutral rules regarding placement, number, location, and size of flags and flagpoles.

Removes previous restrictions on service flags and allows associations to adopt only reasonable rules regarding size and manner of display, with maximum dimensions of at least nine inches by sixteen inches.

Prohibits associations from regulating political signs based on subject matter, message, or content, except for commercial messages, and allows only content-neutral regulations based on number, placement, size, or other objective factors.

Permits at least one political sign per political office or ballot issue during pending elections, with maximum dimensions of either the size allowed by local ordinance or 36 by 48 inches, whichever is lesser.

Takes effect 12:01 a.m. the day after the 90-day period following final adjournment of the general assembly, or subject to voter approval in November 2022 if a referendum petition is filed.
