• Repeals the mandatory license suspension for convictions of providing alcohol to underage persons (section 42-2-127.6) and related automatic license revocation provisions in criminal statutes.

• Adds a $25 fee for persons whose licenses were revoked for DUI, DUI per se, DWAI, or UDD convictions prior to license restoration, with waiver available for indigent individuals; fee goes to the First Time Drunk Driving Offender Account.

• Establishes a study group to examine alternative traffic enforcement mechanisms that encourage court appearances and fine payment without using license suspension, with recommendations due by December 31, 2021.
