• Ballot titles for measures reducing local district property tax revenue must disclose the total projected property tax revenue reduction to all affected districts (counties, school districts, water districts, fire districts) in the first full fiscal year.

• Ballot titles for measures increasing tax revenue must include language stating the purpose is "to increase or improve levels of public services," with specific services listed if identified in the measure.

• Fiscal impact statements in ballot information booklets must include a detailed table showing tax burden changes by income category for any measure affecting individual income tax or state sales tax revenue, with changes expressed as dollar amounts with plus or negative signs.

• Appropriates $7,865 to the legislative council and $36,000 to the department of state for implementing the fiscal disclosure and information technology requirements.
