Transfers $750,000 from the general fund to the Colorado avalanche information center fund to support backcountry avalanche safety programs, repealing September 1, 2023.

Transfers $3,500,000 from the general fund to the wildlife cash fund for the division to implement its state wildlife action plan and conservation of native species, repealing September 1, 2024.

Transfers $2,250,000 from the general fund to the search and rescue fund for the department of local affairs to support backcountry search and rescue efforts including response costs and equipment, repealing September 1, 2024.

Transfers $17,500,000 from the general fund to the parks and outdoor recreation cash fund, with $3,500,000 for staffing and maintenance at state parks and $14,000,000 for infrastructure and park development projects including campgrounds, trails, roads, and restrooms, repealing September 1, 2024.

Transfers $1,000,000 from the general fund to the outdoor equity fund for the division to implement the outdoor equity grant program, contingent on House Bill 21-1318 becoming law, repealing September 1, 2024.
