Adopts the Rules of the House of Representatives from the Seventy-second General Assembly as temporary rules for the Seventy-third General Assembly with specified amendments.

Amends Rule 53 to authorize the Speaker to promulgate regulations allowing House members to participate remotely in legislative proceedings, except that remote participation is prohibited in committees of reference, committees created by statute, and house select committees.

Amends Rule 54 to authorize the Speaker to promulgate regulations enabling government officials, employees, and members of the public to testify remotely in House committees of reference during the Seventy-third General Assembly's regular legislative session.

Requires the Speaker to distribute regulations under Rules 53 and 54 to all House members and the chief clerk, and to post them on the House website.

Permits temporary House rules to be amended by affirmative vote of a majority of all members elected to the House of Representatives until permanent rules are adopted.
