Allocates $4 million from the general fund to the Colorado Office of Economic Development to provide relief payments, grants, loans, and technical support to disproportionately impacted businesses in Colorado.

Defines "disproportionately impacted business" to include businesses with five or fewer employees, minority-owned businesses, businesses in economically distressed areas, and businesses owned by individuals with low or moderate income or limited access to capital.

Establishes preference for relief assistance to minority-owned businesses and businesses meeting multiple eligibility criteria.

Requires the Colorado Office of Economic Development to provide technical assistance, professional development, networking opportunities, and certification programs to eligible businesses.

Establishes reporting requirements to the Governor and relevant legislative committees by November 1, 2021, and November 1, 2022, with the program expiring December 31, 2022.
