Removes the word "junior" from the official names of Northeastern Junior College and Otero Junior College, renaming them Northeastern Community College and Otero Community College respectively.

Updates Colorado Revised Statute 23-60-205 to reflect the new names in the state system of community and technical colleges.

Amends statute 44-30-702 to update college name references in gaming revenue distribution provisions to match the renamed institutions.

Takes effect 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, unless subject to a referendum petition filed by November 2022.
