• Creates a reproductive health care program administered by the Colorado Department of Health Care Policy and Financing, effective January 1, 2022, providing contraceptive methods and counseling services to eligible individuals regardless of citizenship or immigration status.

• Requires the program to provide participants with at least a one-year supply of FDA-approved contraceptives at initial and follow-up visits, unless a shorter period is requested, in compliance with CDC recommendations.

• Prohibits prior authorization, step therapy, or other utilization controls for medically appropriate contraceptive drugs, devices, or products; provides all services without cost-sharing requirements.

• Appropriates $4,125,347 from the general fund for fiscal year 2021-22, including $1,822,095 for reproductive health care for individuals not eligible for Medicaid.

• Requires annual reporting beginning in fiscal year 2023-24 on program cost-effectiveness, enrollment demographics, and cost savings from avoided unintended pregnancies.
