SB21-010 Summary

• Requires return envelopes for mail ballots with witnessed self-affirmations to include a place for the witness to list their voter identification number, and mandates the witness write this number on the envelope

• Restricts witness eligibility to registered electors who are registered in the same county as the elector completing the self-affirmation

• Requires county clerks to verify the witness's signature in accordance with section 1-7.5-107.3

• Treats returned ballots with witnessed self-affirmations that do not meet these requirements as provisional ballots under Article 8.5 of Title 1

• Takes effect 90 days after final adjournment of the general assembly, or if subject to a referendum petition, upon voter approval at the November 2022 general election
