Allows the state department of human services to consider a utilization factor when allocating Colorado Child Care Assistance Program (CCCAP) funds, based on eligible population volume and service delivery costs to each county.

Modifies the block grant allocation formula to include the average of the three previous years of days paid for families at or under 185% of the federal poverty level within each county.

Permits counties that meet or exceed statewide eligibility expectations to have additional flexibility in determining their own CCCAP eligibility criteria after the 2020-21 fiscal year.

Requires any state board adjustments to the federal poverty level percentage for CCCAP eligibility to be consistent with the new county flexibility provisions.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
