Requires health insurance policies to cover counseling, prevention, and screening for sexually transmitted infections without deductibles, copayments, or coinsurance for all covered persons regardless of gender, effective for large employer policies issued or renewed on or after January 1, 2022, and individual and small group policies issued on or after January 1, 2023.

Mandates full coverage of contraception costs as defined in state law without deductibles, copayments, or coinsurance, with the same implementation dates as the STI coverage requirement.

Requires the state Division of Insurance to submit both benefits to the federal Department of Health and Human Services for determination of whether they constitute additional benefits requiring state defrayal, with implementation contingent on federal confirmation or 365-day timeout.

Expands coverage of family planning services and family-planning-related services through Medicaid, including STI treatment, cervical cancer screening, tobacco cessation services, and all contraception methods, available through any licensed provider regardless of managed care enrollment.

Appropriates $90,547 in general fund and $13,353 from the division of insurance cash fund for the 2021-22 fiscal year to implement system changes and add staffing.
