Eliminates the September 1, 2021 repeal date for Colorado's Necessary Document Program, making it permanent instead of time-limited.

Requires the Department of Public Health and Environment to report to the General Assembly beginning January 1, 2032, and every five years thereafter on total annual necessary documents acquired and significant technological or operational changes affecting the program.

Appropriates $250,000 from the general fund to the Department of Public Health and Environment's Office of Health Equity for the 2021-22 fiscal year to support necessary document assistance.

Designates the act as necessary for the immediate preservation of public peace, health, or safety under the safety clause provision.
