Requires reviewers or auditors to confirm a Medicaid provider's contact information before commencing any review or audit that involves inspecting the provider's records.

Mandates that written audit requests be delivered through both email and certified mail at least ten business days prior to audit commencement, detailing records needed and offering providers a choice between providing records or allowing on-site inspection.

Requires written requests to clearly define milestone dates, due dates for records, permissible extensions, informal reconsideration timelines, and formal appeal deadlines.

Requires the State Department to ensure providers understand the relationship between the state and any qualified agent conducting the audit and how to contact that agent before the audit begins.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2022 general election.
