Adds new subsection (10) to Colorado Revised Statutes 18-4-401 requiring courts to consider loss of revenue from failure to timely return rental property as part of restitution in theft convictions.

Applies only to offenses committed on or after the effective date of the act.

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
