School districts and institute charter schools closed for 30+ school days during the prior year must establish student equity education funding programs beginning in the 2021-22 school year.

Eligible students (those enrolled in the prior year or residing in the district and not enrolled elsewhere) receive monthly cash payments equal to the state-share portion of per pupil revenue, distributed in 12 equal installments beginning in July.

Parents use funds to purchase educational services, curriculum for homeschooling, or private school tuition; students are deemed enrolled by the education provider and meet compulsory education requirements despite receiving no services from the provider.

Parents must submit quarterly reports with receipts documenting how money was spent on educational purposes; education providers must audit a representative sample to verify student eligibility and appropriate fund usage.

Eligible students' statewide assessment scores are excluded from the education provider's accreditation rating and performance plan calculations.
