Expands eligibility for Colorado's complementary or alternative medicine pilot program to include individuals with spinal cord injuries, multiple sclerosis, brain injuries, spina bifida, muscular dystrophy, or cerebral palsy who have total inability for independent ambulation.

Requires the state department of health care policy and financing to implement expanded eligibility criteria by July 1, 2022, using functional level of care and financial criteria for long-term care services defined in state board rules.

Makes the pilot program available to all eligible individuals statewide in Colorado, rather than limiting participation.

Appropriates $37,984 from the general fund for the 2021-22 fiscal year ($32,901 for 0.9 FTE personal services and $5,083 for operating expenses), with anticipated federal funding of $37,983 to support implementation.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a successful referendum petition, in which case approval by voters at the November 2022 general election is required.
