Amends the fiscal year 2020-21 appropriation to the Colorado Department of Corrections by modifying Part II of HB 20-1360 to allocate supplemental and adjusted funding across multiple correction divisions and programs.

Appropriates $6,200,000 in federal funds for necessary expenditures due to COVID-19 public health emergency within the Executive Director's Office subprogram.

Adjusts personal services appropriations with a General Fund decrease of $19,465,170 (5.0 percent of estimated base salary) to provide the department increased flexibility for targeted reductions across all divisions and programs.

Authorizes the Department of Corrections to transfer up to 5.0 percent of the total external capacity subprogram appropriation between line items for reimbursing local jails and private prison providers.

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
