Amends the fiscal year 2020 appropriation to the Department of Public Safety by modifying Part XVII of HB 20-1360, increasing total appropriations from $505,823,820 to $511,363,071.

Increases funding across multiple divisions including Executive Director's Office, Colorado State Patrol, Division of Fire Prevention and Control, Division of Criminal Justice, Colorado Bureau of Investigation, and Division of Homeland Security and Emergency Management.

Allocates $4,150,000 to the Wildfire Preparedness Fund and $1,500,000 to the Colorado Firefighting Air Corps Fund to support emergency response capabilities.

Includes funding for victim assistance programs ($25,093,968 in federal grants), community corrections placements ($55,624,495), and criminal justice information systems ($1,429,095).

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
