Creates an income-eligible household reimbursement program to help low-income Coloradans afford broadband service using federal American Rescue Plan Act funds.

Colorado Broadband Office must contract with a nonprofit organization by January 1, 2022, to administer the program and reimburse eligible households for up to one-half of broadband service costs, not exceeding $600 per year.

Eligible households include those with income not exceeding 200% of federal poverty level or 80% of area median income, or those in critically unserved areas (limited to satellite provider service).

Allocates up to $5 million from the economic recovery and relief cash fund for program implementation and administration, with all funds obligated by December 31, 2024.

Requires annual reports to the Governor and legislature on the number of households served and recommendations for program improvement; program sunsets September 1, 2026.
