License plates for Class C personal property vehicles expire upon sale or transfer of ownership effective January 1, 2022, and cannot be transferred to another vehicle.

Vehicle owners whose plates expire may retain priority rights to personalized plate combinations by surrendering expired plates and applying for personalized plates under Section 42-3-211.

Exemptions apply to personalized plates issued under Section 42-3-211, valuable reserved registration numbers under the Laura Hershey Disability Support Act, and horseless carriages.

Department of Revenue authorized to issue license plates in previously retired style (white letters and numbers on green mountains and white sky background) for passenger cars or trucks under 16,000 pounds empty weight, with additional fees fully defraying production costs.

$598,290 appropriated to Department of Revenue ($102,600 General Fund for DRIVES maintenance, $495,690 from license plate cash fund) and $256,970 to Department of Corrections for correctionnal industries support to implement the phased-in license plate reissuance program.
