Authorizes the Department of Revenue to accept gifts, grants, and donations from third-party providers to fund an electronic vehicle registration and titling system.

Third-party providers must pay a fee of up to $3 per transaction for title issuance, registration issuance/renewal, or combined transactions, which may be passed to clients.

Creates an Electronic Transactions Fund in the state treasury to receive fees and appropriated money; requires $1,631,792 of collected fees to go to the general fund by December 31, 2023, with remaining fees going to the fund.

Appropriates $1,631,792 from the general fund for fiscal year 2021-22 for department staff, system maintenance, and operations; appropriates $394,153 to the Department of Corrections for license plate ordering.

Sunsets certain funding and appropriation provisions on July 1, 2024, and allows the entire law to be repealed once the department fully implements the electronic transaction system.
