Expands festival permit eligibility to multiple alcohol beverage license types including manufacturers, wholesalers, retailers, and breweries, not just limited wineries.

Allows licensees holding festival permits to conduct up to nine alcohol beverage festivals per twelve-month period at licensed premises for up to 72 hours each, with at least ten business days' notice to state and local authorities.

Permits multiple licensees to jointly participate in festivals under a single permit application, with participating licensees authorized to conduct the same retail sales activities they are licensed to perform.

Exempts limited winery and winery licensees from obtaining local permits to participate in or hold festivals, though other local licensing authorities may create local permits for other license types.

Appropriates $511,210 to the Department of Revenue for 2021-22 fiscal year, including 6.2 additional FTE positions for the liquor and tobacco enforcement division to administer the festival program.
