Exempts the 2021-22 fiscal year from the requirement that student financial assistance appropriations increase by the same percentage as aggregate general fund appropriations to higher education institutions.

Applies only to funding increases that restore aggregate general fund appropriations to a level at or below 2019-20 fiscal year levels.

Bases 2021-22 calculations on 2020-21 financial aid appropriations enacted during the 2020 regular legislative session and excludes any supplemental appropriations enacted during 2021.

Sunsets the exemption effective July 1, 2025, returning to standard appropriations requirements thereafter.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
