Defines "roughed-in road" as an area of ground cut with intention to make a highway but not improved enough to qualify as a highway.

Grants local authorities power to prohibit the operation of motor or off-highway vehicles on roughed-in roads by ordinance or resolution when necessary for public protection and safety.

Amends county authority provisions to allow counties with populations of 250,000 or more to grant or deny access to roughed-in roads on designated primary roads and establish weight restrictions.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, or upon voter approval if a referendum petition is filed by November 2022.
