• Permits fermented malt beverage retailers with licensed premises less than 7,500 square feet to use third-party delivery services instead of employees to deliver beer to customers.

• Requires any person making deliveries through a third-party service to be at least 21 years of age, matching the age requirement for employee deliveries.

• State licensing authority must promulgate rules for proper delivery of fermented malt beverages and may issue permits to eligible retailers under the same suspension and revocation provisions as other alcohol licenses.

• Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition, in which case it requires voter approval at the November 2022 general election.
