Repeals the July 1, 2021 sunset date for Colorado's prescription drug monitoring program, allowing it to continue indefinitely instead of being terminated.

Removes the January 1, 2015 deadline for practitioner and pharmacist registration, requiring all practitioners with federal DEA registration and all pharmacists to register and maintain accounts with the program.

Authorizes the state board to identify prescription drugs beyond controlled substances using evidence-based practices that have substantial abuse potential and require reporting to the program.

Allows coroners to authorize deputy coroners to access the program for death investigations, with the coroner remaining responsible for ensuring confidential access and liability for negligent breaches.

Repeals requirements for the board to annually seek gifts, grants, and donations to maintain the program.
