Extends the repeal date of the Council of Higher Education Representatives from September 1, 2021 to September 1, 2031, allowing the advisory committee to continue operating for an additional 10 years.

Removes the council from the September 1, 2021 sunset review list in Colorado Revised Statutes section 2-3-1203(12)(a)(V).

Adds the council to a new September 1, 2031 sunset review category in section 2-3-1203(22), with that subsection itself set to repeal on September 1, 2033.

Takes effect September 1, 2021.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
