Continues the Office of the Utility Consumer Advocate and Utility Consumers' Board with a new repeal date of September 1, 2028, replacing the previous September 1, 2021 sunset date.

Renames the "Office of Consumer Counsel" to the "Office of the Utility Consumer Advocate" and updates related terminology throughout Colorado statutes.

Expands the Director's authority to inspect utility records, conduct depositions under oath, and intervene in telecommunications service proceedings and federal regulatory matters affecting Colorado consumers.

Requires the Director to consider statutory decarbonization goals, just transition, and environmental justice when evaluating the public interest in commission proceedings.

Appropriates $453,941 for fiscal year 2021-22, including $265,311 for personal services (3.2 FTE), $29,120 for operating expenses, and $159,510 for legal services.
