SB21-105: Gray Wolf Reintroduction Implementation

• Implements Proposition 114 by requiring the Parks and Wildlife Commission to develop a gray wolf reintroduction and management plan for Colorado lands west of the continental divide, with reintroduction to begin no later than December 31, 2023

• Mandates at least one public hearing in each congressional district (minimum three in Congressional District 3), with hearings west of the continental divide located near proposed reintroduction sites, 30 days' notice required, and written comments accepted until January 31, 2023

• Requires the commission to present the finalized plan to the House Agriculture, Livestock, and Water Committee and Senate Agriculture and Natural Resources Committee during the 2023 regular session

• Requires the commission to submit a request to the U.S. Fish and Wildlife Service for an environmental impact analysis under the National Environmental Policy Act before reintroduction on federally-owned lands

• Directs the commission to develop a comprehensive financing proposal for the General Assembly covering livestock loss compensation, prevention assistance, and indirect losses such as decreased livestock productivity and loss of grazing land use
