Designates the short title of Colorado Revised Statutes section 24-34-805 as the "Carrie Ann Lucas Parental Rights for People with Disabilities Act"

Applies to existing family preservation safeguards for families that include a parent with a disability

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed under the state constitution

If a referendum petition is filed, the act will not take effect unless approved by voters at the November 2022 general election
