Creates a program within the Colorado Office of Economic Development to support entrepreneurs in the marijuana industry, specifically targeting social equity licensees.

Provides loans to social equity licensees for seed capital and business expenses including rent, licensing fees, equipment, and workforce training.

Provides grants to social equity licensees for innovation and job creation, and grants to organizations supporting marijuana businesses.

Establishes a Marijuana Entrepreneur Fund with an initial $4 million transfer from the Marijuana Tax Cash Fund, with all interest and income credited to the fund and continuously appropriated to the Office of Economic Development.

Requires the Office of Economic Development to submit reports to the Governor and relevant legislative committees by July 1, 2022, and July 1, 2023, detailing program expenditures.
