Transfers $20,000,000 from the general fund to the capital construction fund for the 2020-21 state fiscal year for state parks infrastructure development.

Appropriated funds may be used for capital construction projects at 14 specified state parks and recreation areas including Fishers Peak, Lake Pueblo, Cherry Creek, Boyd Lake, Steamboat Lake, Ridgway, North Sterling, Chatfield, Arkansas Headwaters Recreation Area, Jackson Lake, Navajo State Park, and the Cameo Shooting and Education Complex.

Responds to increased state parks usage of 2.2 million additional visitor days since 2014-15 and a 30% surge during spring 2020 due to COVID-19 pandemic demand for outdoor activities.

Appropriated funds become available upon passage and remain available until project completion or for three years, whichever comes first, with unexpended balances reverting to the capital construction fund.

Declared necessary for immediate preservation of public peace, health, or safety.
