Authorizes the Division to use money from the Wildfire Emergency Preparedness Fund to provide wildfire suppression assistance to county sheriffs, municipal fire departments, and fire protection districts at no cost, following annual guidelines in the Wildfire Preparedness Plan.

Transfers $30,800,000 from the state General Fund to the Colorado Firefighting Air Corps Fund to purchase a Fire Hawk helicopter configured for wildfire and public safety response.

Authorizes the Division to lease a Type 1 helicopter or other appropriate aviation resource configured for wildfire mitigation in advance of the 2021 wildfire season and pay associated operational costs using the transferred funds.

Establishes that the Colorado Firefighting Air Corps Fund consists of transferred money, appropriations by the General Assembly, and private and public donations, with all interest earned credited to the fund.

Declares the act necessary for immediate preservation of public peace, health, or safety.
