Amends Colorado Revised Statutes 40-17-104 to authorize annual appropriations from the Colorado Telephone Users with Disabilities Fund to support library services, including talking book library services for people with disabilities.

Appropriates $250,000 from the Colorado Telephone Users with Disabilities Fund to the Department of Regulatory Agencies for use by the Public Utilities Commission for the Colorado Talking Book Library in fiscal year 2021-22.

Appropriates $250,000 to the Department of Education from reappropriated funds received from the Department of Regulatory Agencies for the Colorado Talking Book Library in fiscal year 2021-22.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2022 general election.
