Expands the definition of "student in out-of-home placement" to include children and youth in foster care or receiving educational services through state-licensed day treatment facilities, and those who transfer enrollment after returning home from out-of-home placement.

Requires school districts and the state charter school institute to coordinate with county departments of human services to establish systems-level transportation plans for students in out-of-home placement to attend their school of origin.

Allows transportation plans to be established between individual entities, by region, or through boards of cooperative services on behalf of school district members.

Mandates that state and local agencies use standardized forms and invoices approved by both the Department of Education and State Department of Human Services for billing transportation services.

Removes language requiring students to receive educational services through a state-licensed day treatment facility as a condition for out-of-home placement status.
