Authorizes units of local government to obtain and distribute opiate antagonists pursuant to standing orders and protocols, with protection from civil liability and criminal prosecution when acting in good faith.

Modifies the opiate antagonist bulk purchase fund to prioritize purchases based on eligible entity need and drug availability as determined by the department.

Adds harm reduction organizations, law enforcement agencies, and first responders as eligible entities to purchase opiate antagonists from the department at reduced bulk rates.

Requires entities distributing opiate antagonists to educate users on overdose recognition, emergency response procedures, rescue breathing, and proper administration of the medication.
