Authorizes the director of the division of professions and occupations or applicable regulatory boards to suspend or waive statutes and rules governing health care professions during a governor-declared disaster emergency.

Suspensions or waivers limited to situations where strict compliance would prevent, hinder, or delay necessary action in responding to the disaster emergency and cannot modify supervisory requirements.

Allows regulators to promulgate emergency rules that are commensurate with the nature of the disaster emergency and consistent with the executive order declaring the emergency and applicable practice acts.

Emergency rules must include a statement substantiating why strict compliance would prevent necessary action and automatically expire 60 days after the disaster emergency terminates.

Suspensions, waivers, and emergency rules must be consistent with state and federal laws and reasonably necessary to protect public health and welfare.
