Transfers administration of the nursing home innovations grant board from the Department of Health Care Policy and Financing to the Department of Public Health and Environment effective July 1, 2021.

Requires the two departments to collaborate at least annually to assess emergency funding needs and response plans for potential nursing facility closures, with jointly administered emergency funding.

Expands eligible uses of nursing home penalty cash fund grants to include projects supporting statewide quality and safety goals of the departments.

Caps administrative costs at 10 percent of grant disbursements and specifies that departments jointly develop an annual administrative budget from the fund for reporting, website maintenance, grant processing, outcome measurement, and grantee support.

Appropriates $2,053,254 from the nursing home penalty cash fund to the Department of Public Health and Environment for the 2021-22 fiscal year, including $53,254 for administration and $2,000,000 for nursing home grants.
