Requires the Joint Technology Committee to study during the 2021 legislative interim whether Colorado should regulate digital communications platforms (social media and media-sharing platforms like Facebook, Twitter, and YouTube) that conduct business in Colorado.

Study must examine consumer protection concerns including platforms' policies on hate speech, election integrity, disinformation, data collection, facial recognition, targeted advertising, and whether such policies chill free speech.

Committee shall consult with the Office of Information Technology and Attorney General's Office, and may consult with constitutional law experts and other interested parties.

Committee must submit written findings and recommendations by the first day of the 2022 legislative session; any resulting legislation introduced in 2022 is exempt from the five-bill limitation.

Subsection (13) automatically repeals effective September 1, 2022.
