Amends Colorado Revised Statutes 24-37.7-104 to expand the competitive procurement methods available to the Statewide Internet Portal Authority for contracting with a statewide portal integrator.

Allows the authority to use competitive procurement methods beyond just requests for proposals, specifically including invitations to negotiate.

Requires that any contract with a statewide portal integrator must result from a competitive procurement process issued by the authority.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, or safety.
