Removes the requirement that abortion services for rape and incest survivors be performed only by a licensed physician, allowing other licensed health care providers acting within their scope of practice to perform the services.

Removes the requirement that such services be performed only in a licensed health care facility, allowing them to be performed in other settings if medically necessary and in accordance with applicable federal regulations.

Establishes that medically necessary services must be provided by a provider licensed by the state and acting within their scope of license and in accordance with federal regulations.

Maintains exceptions allowing services outside licensed facilities when the life of the pregnant woman or unborn child is substantially threatened or when no licensed facility exists within a thirty-mile radius.

Cites Colorado's high sexual assault rate (3,858 reports in 2017, over 1.5 times the national average) and need for expanded access to services, particularly in rural areas with provider scarcity.
